What to know about plumbing in Escondido
Lake Henshaw water plus imports
Escondido draws on two supplies: local water from the watershed and well fields near Lake Henshaw, and imported Colorado River and Northern California water bought from the San Diego County Water Authority. Local water reaches Lake Wohlford through the San Luis Rey River and a canal built in the 1890s, while imported water is stored in Dixon Lake. Both are treated at the Escondido-Vista Water Treatment Plant, built in 1976 and able to produce up to 75 million gallons a day. Hard water, but no lead lines
Escondido's treated water measured 210 to 230 mg/L of hardness as calcium carbonate in 2025, an average of 215 mg/L, according to the City's annual water quality report. The hardness comes mostly from naturally occurring calcium and magnesium. The same report says the City completed its service line inventory under the Lead and Copper Rule Revisions and found no lead service lines in its distribution system. Expect scale on fixtures and water heaters, and factor the 215 mg/L figure into any softener or tankless heater decision. Source: City of Escondido: 2025 Water Quality Report
Backflow devices need yearly tests
The City of Escondido Utilities Department requires annual testing of all backflow prevention devices, in line with federal and state regulations. Testing, maintenance, installation and repair of these private devices are the customer's responsibility. All results must be reported to the City's Cross Connection Control Department, reachable at 760-839-4348. A certified tester list is posted on the City's Water Division page, so check that your tester is on it before booking. Source: City of Escondido: Backflow
Check the license
California's Contractors State License Board issues the C-36 Plumbing Contractor classification. As of 2026, hiring a licensed contractor is required whenever a project needs a building permit, uses additional workers, or totals $1,000 or more in labor and materials. Before signing a contract, look up the license number or business name in CSLB's Check a License search. Source: official licensing page
