Short answer: The HOMES and HEAR home energy rebates weren't repealed with the federal tax credits. They're federally funded but run by each state, and as of Oct 13, 2026 we confirmed 7 states taking applications on their official pages. Many others haven't launched or have paused, and California's single-family HEAR funds are waitlisted. HEAR pays up to $14,000 per household for electric upgrades to homes under 150% of area median income. HOMES pays up to $8,000 based on energy savings.

How to apply
- Open your state's official page from the table. Look for an eligibility check or an income calculator.
- For HEAR, find a contractor registered with the state program. The rebate usually comes off the invoice, so the contractor applies with you.
- For HOMES, expect an energy assessment and modeling before work starts.
- Don't start work until you have approval if your state requires it.
- Check your utility's rebate too. See utility energy efficiency rebates.
Guides by upgrade
- Heat pump rebates: up to $8,000 under HEAR.
- Heat pump water heater rebates: up to $1,750.
- Attic insulation and air sealing rebates: up to $1,600, and the backbone of most HOMES projects.
- Low income and in a state that isn't open? The Weatherization Assistance Program is free and runs in every state.
- Thinking about panels? HOMES and HEAR don't cover solar. See what's left for solar after the 30% credit.
- Wondering about tax credits? Read what happened to the 25C credit.
When your state opens, find registered pros among our HVAC contractors, electricians and water heater installers, and ask each one whether they're on the state's list.
Frequently asked questions
Are the HOMES and HEAR rebates still available in 2026?
Yes, in some states. They weren't repealed with the 25C and 25D tax credits. Each state runs its own program, so availability depends on where you live. Several states are open, and many haven't launched or have paused.
Will there be any energy efficiency tax credits in 2026?
Not the main federal ones for homeowners. 25C and 25D ended for work finished after Dec 31, 2025. HOMES and HEAR rebates, state incentives and utility rebates are what's left.
Who qualifies for HEAR rebates?
Households with income under 150% of area median income, in a state whose program is open. Households under 80% can get up to 100% of costs covered, up to the caps. Some states use stricter limits.
Can I get both HOMES and HEAR?
Not for the same upgrade. You may be able to use them for different upgrades, depending on your state. Check with your state energy office.
What makes a home energy rebate program successful?
For you as a homeowner, the practical signs are an open application, a list of registered contractors, clear income rules and rebates paid at the point of sale. Programs with those tend to move fastest.
