Massachusetts and Mississippi could not be verified. Mass.gov returned HTTP 403 (access denied). Mississippi's page describes a new HER program but gives no launch status or application details.

The Oct 13 baseline recorded a status for 23 states. For the other 28, this is the first recorded status, so a change cannot be dated against Oct 13. Items for those states describe what the official page says now.

Idaho and South Dakota declined the funding. Their state energy pages list no Home Energy Rebate program.

Tennessee's official page moved to a new URL. New Jersey's status comes from the NJ Clean Energy Program page, because the NJ BPU homepage has no rebate program details.

Some state pages have not been updated in a long time. Ohio and Wyoming still give launch targets from 2024-2025 but show no application portal.

Launch dates not stated on an official page are listed as not yet announced.
